What is S.C.A.R.E.D.
S.C.A.R.E.D. was developed by a group of parents of special needs children to protect and preserve the rights of their children's Special Education Programs. On January 14, 2002, the advocate group held a press conference in front of the Chino Valley Unified School District (CVUSD) to campaign against the district from acquiring the Special Education Classes from the San Bernardino County Schools (SBCSS). The group was successful in delaying the acquisition from taking place in July, 2002. CVUSD failed to inform parents of the impending changes and did not make approriate efforts to disseminate any information. Chino Valley Unified School District was deceptive and manipulative in their action to acquire the Special Education program from the County of San Bernardino.
CVUSD SELPA FEASIBILITY STUDY dated June 20, 2001, under KEY QUESTIONS AND RECOMMENDATIONS states the following:
"It is imperative that the district notify by June 30, 2001, all appropriate parties that they will be tranferring some SH programs for district operation in July 2002."
TEACHERS WERE NOTIFIED ON DECEMBER 10, 2001
AND PARENTS IN JANUARY 2002. NOTIFICATION TOOK PLACE SIX MONTHS
LATER THAN THE FEASIBILITY STUDY RECOMMENDATION!
Why S.C.A.R.E.D.?
The Special Education Program has been under the
direction of the San Bernardino County for 22 years. The teachers
and aides in the Special Education program have the experience,
qualifications, and are passionate about working with special needs
students. We are scared of losing the quality of education our children
currently receive!
C.V.U.S.D. Proposal
The Chino Valley Unified School District proposes
to remove the class cap and diversify disability types into one
class (Speech Delay, Down Syndrome, ADDH and Autistic). Students
will not receive the quality and individual attention that they
need. Our children cannot afford the district to increase class
size and reduce the teachers aide work hours. The county schools
class ratio is 12:1 with an aide.
The Hidden Truth
"From a fiscal perspective regarding program operations
ONLY, it is appropriate for Chino Valley Unified School District
to become a single district SELPA."
"From a program quality and parent satisfaction perspective, all
parties are satisfied by the CURRENT program operations for students
with severe and low incidence disabilities and it is unnecessary
to become a single district SELPA for these specific reasons. Therefore,
it is important to recognize how crucial effective planning, COMMUNICATION,
involvement and appropriate program design will be to effect a transition
that does not bring about more LEGAL ISSUES than necessary."

The County Special Education Program empowers
parents with "CHOICES." As advocates for our children, it is crucial
that we be made aware of all the available programs that may benefit
our children. Parents reserve the right to observe, monitor the
classroom environment, and interview the teachers prior to an IEP
(Individualized Education Program). The district may take away these
choices and violate our children's right to an appropriate education.
